COMMUNITY DEVELOPMENT BLOCK GRANT – CDBG MITIGATION (CDBG-MIT)
PUBLIC HEARING & SPECIAL MEETING NOTICE
HUD recently allocated $46,926,000 in CDBG-MIT funding for the General Infrastructure Program (GIP) for Hurricane Michael-impacted communities. DEO will use a subrecipient model to deliver funding for approved projects. Funding will be awarded to selected subrecipients through a request for applications (RFA) process in accordance with established application guidelines and evaluation criteria. Eligible activities include only projects that will demonstrably increase community resilience. These might include the acquisition, construction, reconstruction, rehabilitation or installation (including design features and improvements that promote energy efficiency) of public works, public facilities (except for buildings for the general conduct of government), and site or other improvements.
Each activity must meet one of the following National Objectives:
1. To benefit low and moderate income persons; or
2. To meet other community development needs of recent origin having a particular urgency because existing conditions pose a serious threat to the health or welfare of the community and where other financial resources are not available to meet such needs.
This public notice is to solicit citizen comments on the consideration of an application of proposed projects.
The City of Chipley plans to apply to the Florida Department of Economic Opportunity (DEO) for a grant under the CDBG Mitigation (CDBG-MIT) category in the estimated amount of $3,000,000.00 from the Small Cities Community Development Block Grant (CDBG-MIT) Program. For each activity that is proposed, at least 51% of the funds must benefit low and moderate income persons or an urgent need.
The City intends to apply for funding to conduct targeted drainage improvements to mitigate against flooding during future disasters and severe weather, to include the construction of a stormwater management facility.
The City does not anticipate any persons will be displaced as a result of the planned CDBG funded activities. If any persons are displaced as a result of the planned activities, the City of Chipley will assist them as described in the City's anti-displacement and relocation policy, which is available for review at City Hall.
A public hearing and special meeting of the City Council to provide citizens an opportunity to comment on the applications will be held at City Hall, 1442 W Jackson Avenue, Chipley, FL 32428 on June 7, 2022, at 5:00 PM CST or shortly thereafter. Draft copies of proposed project documents will be available for review at City Hall, Monday – Friday, between the hours of 9:00 AM – 3:00 PM. Persons that wish to submit written comments regarding the applications should submit them by email to firstname.lastname@example.org or in person at City Hall no later than 4:30 PM CST on June 7, 2022. Applications are due no later than June 10, 2022.
This public hearing is being conducted in a handicapped accessible location.
