PUBLIC HEARING NOTICE

The City of Apalachicola Board of Commissioners is considering applying to the Florida Department of Economic Opportunity for Hurricane Michael Community Development Block Grant- Disaster Recovery (CDBG-DR) funds under the Rebuild Florida General Infrastructure Repair Program -Round 2. The Rebuild Florida General Infrastructure Repair Program is designed to provide funding for local governments to carry out strategic and high-impact activities to rebuild and harden infrastructure to prevent or reduce losses in future disasters. This program is not designed for individual homeowner repairs or assistance.

The State of Florida has been allocated funds that will be made available to cities and counties on a competitive basis to undertake eligible activities. The total allocation under the Rebuild Florida General Infrastructure Repair Program is $223,032,145 (awarded in two application rounds with this second round equaling $111,516,000) These funds for round 2 must be used for one of the following purposes:

1.benefit low and moderate (L/M) income persons;

2.or meet a particularly urgent community development need

Applications are due to the Florida Department of Economic Opportunity on or before September 17, 2021. Eligible activities include restoration of infrastructure damaged by Hurricane Michael, removal of debris and other damage, water and sewer facilities, repair to public facilities such as emergency community shelters, demolition, rehabilitation of publicly or privately owned commercial or industrial buildings, repair of homeless shelters and disaster shelter facilities, renourishment of dunes and/or dune restoration, economic revitalization which includes any CDBG-DR eligible activity that demonstrably restores and improves some aspect of the local economy. Additionally, projects must demonstrate damage tie-back to Hurricane Michael and primarily serve L/M populations.

A public hearing to provide specific details regarding the proposed projects, program requirements, and the application process and to obtain citizen comments concerning the City's anticipated projects for the second round of applications shall be held at the City of Apalachicola Community Center, 1 Bay Avenue, Apalachicola, Florida 32320 on August 23, 2021 at 5 p.m. local time. The public hearing is being conducted in a handicapped accessible location. The City of Apalachicola does not expect that anyone will be permanently displaced as a result of CDBG­DR funded activities.

A public comment period to obtain citizen comments concerning the City's intent to apply for funds shall be open until 5:00 p.m. local time on Friday, September 3, 2021.
